As Look at Me, I'm R&D enters the battlefield, choose a number and a second number one higher or one lower than the first number.
All instances of the first chosen number in the full text of each permanent, spell, and card in any zone are changed to the second chosen number.

Rulings:

2/29/2020 Look at Me, I’m R&D applies to all numbers that appear on the card, including numbers in mana symbols, rules text, power, toughness, collector number, and art.
2/29/2020 You can choose a number with a fraction.
2/29/2020 Note that you are changing numbers, not numerals within a number. Choosing 2 and 3 won’t change 20 to 30 or ½ to ⅓.
2/29/2020 If you choose 0 for the first number, you are allowed to choose -1 for the second. The same is true for ½ and -½.
